DEPARTMENT OVERVIEW

The Wireless Infrastructure team based in Fareham, Hampshire delivers nationwide mobile network services for all UK tower companies and mobile operators.

The department specialises in:

  • Decommissioning of legacy mobile sites across the UK
  • New build delivery, including acquisition & planning, surveys, and full design
  • Construction services, covering civils, electrical installation, and rigging
  • PCN and microwave link installation, alignment, and integration
  • Site commissioning and handover for fully on‑air readiness

 

JOB OBJECTIVE

The Acquisition & Design Manager is responsible for leading the full acquisition and design lifecycle across a portfolio of mobile telecoms sites. This includes site identification, acquisition strategy, legal negotiations, consents, planning activities, design production, and the approval process.

The role manages internal teams, external partners and subcontractors to ensure on‑time, compliant delivery that meets client requirements. A strong acquisition background is essential, with deep understanding of the Electronic Communications Code (ECC), landlord negotiations, planning regulations and telecoms deployment methodology.

The postholder must be a diligent, organised and proactive leader who thrives under pressure, excels in stakeholder relationships, and continually drives quality and operational excellence.

 

 

 

KEY ROLES AND RESPONSIBILITIES

Acquisition & Legal

  • Lead all acquisition activities from site search to securing legal access.
  • Interpret agreements, manage landlord negotiations, renewals, rent reviews and NTQs.
  • Ensure compliance with ECC and all client property and legal standards.

Design Oversight

  • Manage design production, surveys and technical approvals.
  • Ensure solutions are safe, compliant, cost‑efficient and buildable.
  • Coordinate CAD resources and provide guidance to construction teams.

Planning & Statutory Engagement

  • Manage planning submissions (GPDO, Full Planning, LBC, notifications).
  • Liaise with planning authorities and statutory bodies.

Stakeholder & Partner Management

  • Act as primary point of contact for client and site provider interactions.
  • Lead acquisition/design teams and manage subcontractor performance.
  • Communicate progress, risks and escalations clearly and proactively.

Programme Delivery & Reporting

  • Deliver site portfolio to time, cost and quality targets.
  • Maintain accurate trackers, reports and documentation.
  • Support commercial processes including out‑of‑scope identification and cost control.

Safety, Quality & Compliance

  • Ensure all acquisition and design activity meets SHEQ expectations.
  • Conduct site checks and uphold company behaviours and standards.

 

 

PERSON SPECIFICAITON

Essential

  • Strong background in telecoms acquisition with solid ECC knowledge.
  • Experience delivering acquisition and design within mobile network rollout.
  • Skilled in legal negotiations, planning processes and stakeholder engagement.
  • Highly organised, methodical and able to manage multiple priorities under pressure.
  • Strong communicator with proven ability to build positive client and provider relationships.
  • Demonstrated leadership capability with experience directing internal and external teams.
  • Reliable, proactive, and committed to high standards of safety and quality.
  • Competent with MS Office and operational reporting tools.

Desirable

  • Professional or technical qualification (RICS, RTPI, IET, RIBA etc.).
  • Previous line management experience.
  • Additional health & safety training.
